Chiayi County Livestock Inspection Control and Wastewater Ammonia Nitrogen Recovery Promotion Project

The most important rivers in Chiayi County (Puzi River, Beigang River, and Bazhang River) belong to mixed polluted rivers that are suffering from the pollutions caused by business, domestic sewage, and livestock. In order to promote pollution prevention in the river basin, the Environmental Protection Bureau of Chiayi County commissed GEGA ENGINEERS & TECHNOLOGY CO., LTD. to implement the "2020 Promotional Plan of Chiayi County on Livestock Inspection & Control and Wastewater Ammonia Nitrogen Recovery (Hereinafter referred to as the “Plan”) to strengthen monitoring and management, guides the resource utilization of livestock wastewater, and commit to promoting pollution elimination and improving water pollution. The execution period of this Plan was from January 1, 2020 to November 30, 2020. The work progress results (statistics from January 1, 2020 to November 30, 2020) of planned work items included pollution source inspection and sampling, inspection of illegal discharges, unidentified pipelines of animal husbandry, hidden pipe and pipe sealing operations, expansion of the use of biogas residue and liquid fertilizer in animal husbandry, as well as handling of seminiars, etc. I. Pollution source permission management The Plan has completed 233 permission review operations and 311 regular inspection declaration review and approval operations, along with 2,050 computer documentations and maintenance operations, including 1,753 files for various water pollution audit cases, 233 permission documents and 64 cases were peached, punished and reported. 2. Investigations and disciplinary actions of livestock waste and sewage discharge Completed 1,753 cases of regulated animal husbandry inspections and 109 cases of non-regulated duck and goose audit guidance as well as 375 samplings of released water from regulated animal husbandry and 51 samplings of non-regulated duck and goose livestock farms. As a result, a total of 64 cases of violating the regulation stipulated in the “Water Pollution Control Act” were seized, including 43 cases where the discharged water exceeded the effluent standards, 9 cases of leakage of waste and sewage, 1 case of major violations of reroute discharge and 6 cases of non-compliance with the permitted publication items or failure to obtain a license, 1 case of rain and sewage non-separation, and 4 case of not being recorded in accordance with regulations or not installed meter; among them, 61 cases have been punished in accordance with the“Water Pollution Control Act”, 2 cases were exempted from punishment, and the remaining 1 case is in the process of submit claim. 3. Real-time pollution monitoring and investigation operations A total of 21 unidentified pipelines had been seized, and all of them were sealed and removed, including 8 in the Beigang River Basin and 12 in other areas. Aimed at Ninety-Six Jiapi Drainage (Upstream of Yuemeitan Bridge), Minxiong Dapai (Beigang Stream Basin), Upstream of Yamuliao Drainage, Upstream of Heping Bridge (Youdong Village), Zhongyangzi Dapai Tributary, Liugou Dapai (Beigang River Basin) and other 7 locations, we implemented 24-hour continuous monitoring of water quality for a total of 60 times. During the monitoring period, it was found that the discharge water of Guangshun Livestock Ranch exceeded the standard, and the follow-up tracking discovered the reroute discharge of Shengfu Ranch. 4. Promote the recovery of ammonia nitrogen in livestock wastewater Counseling 10 livestock farms and completing the application for approval of 10 agricultural land to use liquor and fiber digestate as fertilizer. According to statistics, the demonstration farm has a total of 185 cattle and 15,545 pigs. The total area of irrigated farmland is about 29.9643 hectares. The volume of annual irrigation application is 20,443 metric tons. An evaluation of the effectiveness of irrigation and the improvement of water quality for 10 livestock farms were carried out and found that there had been approved for the use of biogas residue and liquid fertilizer. In addition, monthly inspections which require the resource-resourced livestock farms to be irrigated and recorded in accordance with the approved plan to reduce the discharge of livestock wastewater into water bodies and cause environmental load on the river had also implemented. 5. Assisting to organize legal briefing A total of 3 sessions have been completed so far, namely the forum of "Xikou Township Biogas Residue and Biogas Slurry Consolidation and Transportation Media Conference", the advocacy meeting of "Promoting the Reuse of Livestock Manure and Urine Resources and Biogas Power Generation Reuse" and the guidance meeting on “The use of livestock manure, urine, and biogas residue as fertilizer for farmland in Chiayi County”, to input a clear concept to participants through promotional activities, to let them understand the use of biogas residue and biogas slurry in farmland fertilizers, the reuse of biogas for power generation, and the use of livestock manure and biogas slurry in agriculture.
